RE: Command guideline and directive as agreed to at May 6, 2006 officer/staff meeting

 

History:  Due to recent events in the lives of some of the members of the crew, it became necessary for the officers and staff to devote time and effort during our last officer /staff meeting of May 6, 2006 to analyze and understand NSCC regulation 0614.1 regarding a specific requirement of enrolment of new cadets, as well as NSCC regulation 0630.1 regarding a specific requirement for continued participation in the USNSCC. Both regulations make reference to the fact that cadets must maintain a "good moral character" and that cadets "remain free of a felony conviction".   In the interest of continuing to develop and improve our unit to the point that it might become the very best unit in the USNSCC, the officers and staff, having the legal latitude to do so as granted by regulations, wish to make public a new directive as agreed to by majority vote during the officer / staff meeting of May 6, 2006.

 

Directive: "Any new cadet applying for acceptance into either of our units will be denied such entrance if conclusive evidence is found by any member of the officers or staff that said applicant has either an existing felony conviction, or said applicant is found to be currently of poor moral character as determined by the officers and staff of the unit said cadet has applied to. If said applicant is found to have either a felony conviction, or poor moral character in their distant past, such that they are no longer on probation of any sort, or that said applicant has satisfied all the terms and conditions imposed upon the applicant by any civil, legal or judicial authority, than said applicant may apply for acceptance into the NSCC / NLCC. It is important to note here that the Commanding Officer of the respective NSCC / NLCC unit has the last word and complete authority as granted by regulations to accept or deny any and all applications as they see fit."

 

"Further, if at any time, conclusive evidence is found by any member of the officers or staff that any existing cadet has either an existing felony conviction, or said cadet is found to be of poor moral character as determined by the officers and staff of the cadet's unit, than said cadet will be immediately discharged from the NSCC / NLCC and relieved of all rights, rank and privileges contained therein. In such a case, the cadet in question may apply for reacceptance into their former unit only after said cadet has satisfied all the terms and conditions imposed upon the cadet by any civil, legal or judicial authority and can provide proof as such. Such a cadet must be free of probation of any sort and must successfully display that they are now of good moral character and in good standing with society in general. If accepted into the unit, such a cadet shall be viewed by the unit as a new applicant with the rights and privileges of a new applicant, regardless of former rank or time in service said cadet had accumulated during their prior enrollment. As before, it is important to note here that the Commanding Officer of the respective NSCC / NLCC unit has the last word and complete authority as granted by regulations to accept or deny any and all of these reapplications as they see fit."
